My dog itches, a lot, i used frontline?

like i said she itches all the time! the only thing she wants to do all day long is roll in the grass and scratch. i looked over her and couldn't find a single flea but i gave her a flea bath and put front line on her anyways and she still scratches. anybody have any suggestions?!?
