My scalp itches/burns and I've tried everything?

Every brand of dandruff shampoo, apple cider vinegar, been to the doc, they gave me a shampoo with selenium disulfide, and it worked for all of 2 days. I even tried not shampooing and it's driving me insane. Anyone with the same problem?
