What causes incessant itching and bald spots on cats - not parasites or food - vet and I are trying to find an?

1 yr old siamese cat, constantly licks stomach and inner legs causing bald and raw spots. Vet has tested for parasites, changed food to allergy free, wash bedding with all natural soap. Any similar cases? Outside allergies? To what?
