I haven't really tanned in a tanning bed and I not sure if a rash is normal. Advice?

I don't tan much, I am actually pretty pale. I never really tried to tan because I didn't think it was possible for someone like me to get good color. I got a lot of advice from friends and they said that its totally possible. So I bought a tanning package and I've only been tanning twice there at the salon. This last time was there I developed a rash on my left breast. Its kind itching and I'm refraining from itching it. Just worried why I would of gotten a rash. Is this normal and has this happen to anyone else? Thanks
