How can I make my legs stop itching after I exercise (walk/run)?

My legs start to itch (not like, a rash, but an irritating itch/ache) and ache after I exercise. Is it because I haven't been very active, or does the itching/aching mean that what I'm doing is working? Anything I can do for it?
